Oberstleutnant is an Axis Heer and Luftwaffe Staff CO rank equal to the Kriegsmarine rank of Fregattenkapitän (Lt. Colonel). Although insignia for this rank was made, it was left unused in ViE#1 to simplify the rank system. Because non-Heer divisions were featured in ViE#2 and ViE#3, this rank was not used until ViE#4, even though having a long tradition in BFE, where it was used since BFE#2.
